About the role
- The role of a Lead SCM Engineer in Oil & Gas Projects is multifaceted and critical for the successful procurement and delivery of materials and services. Here’s an overview of the key responsibilities and activities associated with this role:
- Pre-Award Phase:
- Developing Procurement Strategy: At the start of the project, the Lead SCM Engineer is responsible for developing and implementing the procurement strategy for their assigned package.
- Coordination with Disciplines: They must coordinate with various disciplines such as Engineering, QA, QC, and HSE to ensure all requirements are included in pre-qualification and tender documents.
- Request for Quotation: Using tools like SAP Ariba, they prepare and issue requests for quotation to suppliers.
- Bid Analysis: They are involved in the review, clarification, and analysis of all bids, including contractual, commercial, and schedule aspects.
- Recommendation and Negotiation: They finalize the bid summary, make recommendations to the Project SCM Manager and Project Manager, and perform commercial negotiations to ensure the best deal.
- Award Management Phase:
- Subcontract Documentation: They prepare the subcontract document and the Supplier Commitment Approval (SCA).
- Contractual Deviation Matrix: They create a matrix for management approval and are responsible for creating PR & PO in SAP and expediting their approval.
- Signature Process: They ensure the subcontract is signed, often using digital tools like Docusign.
- Post Award Management Phase:
- Project Requirements Understanding: They must fully understand the project’s requirements, including scope of work, delivery schedule, budget, and contractual conditions.
- Supplier Strategy and Risks: They need to understand the supplier’s product, execution strategy, procurement, subcontracting strategy, and associated risks.
- Mitigation Measures: They proactively develop mitigation measures with project stakeholders.
- Convergence Plan: They define and monitor the convergence plan of the PO, identifying key gates and readiness conditions.
- Audits and Progress Monitoring: They organize audits, kick-off meetings (KOM), and progress performance meetings (PPMs), and expedite the progress of supplier documentation.
- Issue Resolution: They raise awareness of PO issues that could affect project performance and lead their resolution.
- Reporting and Coordination: They report to the Project SCM Manager and act as the focal point of contact with the supplier for all commercial, contractual, progress, and coordination matters.
- Collaboration: They work closely with the Technical Owner and the Quality Owner to develop a sense of co-ownership for the delivery of the PO.
About you

- Degree in a relevant discipline (Engineering or Business) or qualified by Experience.
- Is no required to solve technical issues (role of the Technical Owner) but shall be able to understand technical discussions and to measure potential associated commercial or schedule impacts.
- Is “cost saving” oriented, and capable of challenging requests.
- Have a good knowledge of the offshore industry and its specificities and of complex items.
- Demonstrate good communication skills and is a team player.
