Multi-Billion-Dollar Offshore Platform Commissioning Project

The Challenge

The project was operating under acute pressure to secure highly specialised resources essential to maintaining schedule integrity and delivering the full scope of work. Existing delivery models were unable to meet the level or pace of demand, resulting in multiple critical positions remaining unfilled. This created material risk to execution continuity, schedule certainty, and overall project outcomes.

Solution

Following a referral based on Applica’s prior delivery performance on comparable projects, Applica was recommended by leadership in Ingleside to step in to provide support. Applica engaged immediately with the project leadership team to develop a detailed understanding of the outstanding scope, delivery priorities, and critical path constraints.

Working collaboratively, Applica supported the definition and refinement of role scopes and position descriptions across a range of critical functions, including Commissioning Leads, PTW (permit to work) Advisors and Leads, LOTO Coordinators, Vendor and Logistics Coordinators, and HSE Advisors.

In parallel, Applica undertook real-time market benchmarking to validate availability and establish accurate, current rate expectations, enabling a commercially aligned and execution-focused resourcing proposal. Upon approval, Applica quickly mobilised delivery teams and commenced targeted recruitment activity to address the identified gaps and stabilise project execution.

Results

Applica mobilised the required lead-level personnel within 1-2 weeks of engagement, establishing a clear management layer ahead of wider team build-out. This stabilised execution and enabled recovery of the critical path without further schedule slippage.

Critical commissioning, HSE, PTW, LOTO, vendor, and logistics roles were filled with an average time-to-fill of 7-14 days, materially faster than typical market lead times of 45-60+ days for comparable specialist profiles, significantly reducing execution risk during peak project phases.

A fully FLSA-compliant resourcing model was implemented, ensuring adherence to U.S. labour regulations while maintaining alignment with approved budget parameters. Accurate market benchmarking and rate control avoided premium emergency hiring, delivering an estimated 10-15% cost avoidance versus alternative short-notice sourcing approaches.

Leveraging deep technical knowledge of the U.S. commissioning market, Applica delivered resources quickly and accurately, enabling the client to execute scope within agreed schedule and cost, with no labour-related compliance issues or resourcing delays to date.
