MMA Plant in Louisiana

Our Client planned to build a new Methyl methacrylate (MMA) plant in Geismar, Louisiana USA)

Overview

In preparation for FID being awarded for the project, our Client needed to recruit a project team and identify partners to deliver packages of work at various phases of the project lifecycle.

Wherever these partners were based, our Client would need to recruit and mobilise large teams to oversee and support those packages of work. This would require our Client to have the ability to recruit, employ and remit taxes in those locations.

Problem

Having already awarded an EPIC scope to a partner in Europe, our Client had encountered various challenges in recruiting, obtaining visas and meeting local tax and fiscal requirements. They needed to identify potential construction sites to deliver the later stages of the project. These potential construction partners were based in 5 different locations, including the UAE, where our Client didn’t have employer entities or existing manpower resources. Before issuing tenders, they needed to understand the global mobility and employment logistics and potential challenges each location presents, to ensure each is viable.

In addition to the lack of knowledge in global mobility, they had engaged multiple recruitment suppliers, some that weren’t performing or didn’t have the capabilities they needed. Engaging multiple suppliers was also a time burden in managing and interfacing with several agencies.

Solution

Having already supplied 60% of their project team in Europe, Applica proposed two solutions that harnessed our major project resourcing and mobility expertise.

  • To address the recruitment supplier challenge, we proposed a supplier audit, to assess each supplier’s capabilities, compliance, and performance, with completely transparent results. Once we had the data, our Client revised their supplier list and asked Applica to provide a managed service and act as the interface between them and the recruitment agencies.
  • To address their global mobility knowledge gap, Applica provided consultancy services to assist our Client in the 5 locations (Abu Dhabi, Vietnam, Thailand, Philippines and India).
  • This information included;

    – Types of Visas
    – Process for application
    – Estimated Timescales
    – Challenges
    – Social Security
    – Tax (including details on PE risk factors)

This information provided the knowledge base to form a strategy that ensured they appointed the right partner and had the right skills in the right place at the right time to deliver the project.

Results

As a result of Applica managing the recruitment process, our Client successfully recruited the entire project team within the project timescales and budget.

The global mobility intelligence enabled them to select the three bidders in locations where they knew they could recruit and mobilise staff quickly, compliantly and at low cost.
